Other intelligence sources say that the U.S.
Army's Central Command, which is in charge of organizing military operations in
the Middle East, has made some real progress in planning targeted air strikes —
aided, in large part, by the vastly improved human-intelligence operations in
the region.
"There really wasn't a military option a year ago," an Israeli
military source told me. "But they've gotten serious about the planning, and the
option is real now."
Israel has been brought into the planning process, I'm
told, because U.S. officials are frightened by the possibility that the
right-wing Netanyahu government might go rogue and try to whack the Iranians on
its own.
One other factor has brought the military option to a low boil: Iran's Sunni
neighbors really want the U.S. to do it. When United Arab Emirates Ambassador
Yousef al-Otaiba said on July 6 that he favored a military strike against Iran
despite the economic and military consequences to his country, he was reflecting
an increasingly adamant attitude in the region. Senior American officials who
travel to the Gulf frequently say the Saudis, in particular, raise the issue
with surprising ardor.
AN ISRAELI attack on Iran’s nuclear facilities could launch a protracted
regional war and encourage Tehran to build nuclear weapons.
This is the conclusion of a 14-page briefing paper, Military Action
Against Iran: Impact and Effects , issued yesterday by the Oxford Research
Group, which promotes peaceful resolution of conflicts.
The report, written by Paul Rogers, professor of peace studies at Bradford
University, points out that Israel’s “potential for action against Iran” has
been increased by domestic support and enhanced capabilities, including
long-range bombers acquired from the US, drones, tanker aircraft for refuelling,
and the establishment by the US, Israel’s ally, of “support facilities” in
northern Iraq and Azerbaijan which could be used as staging areas.
The report says that a strike could not be carried out without US “tacit
support”, thereby implicating Washington and risking Iranian attacks on US
interests, troops, and allies in the Middle East.
Israeli air action would “target a wide range of nuclear and missile
facilities” as well as “factories, research centres and university facilities
that would underpin the rebuilding of [destroyed nuclear] facilities”. Since
such targets are located in or near Iran’s cities, there would be “significant
civilian casualties”, states the report. If attacked, it argues, Iranians would
unite behind their government which would withdraw from the Non-Proliferation
Treaty and prioritise development of weapons programmes at underground sites,
leading to further Israeli strikes.
This would result in “prolonged conflict” during which Iran could take action
that would “affect world oil markets” and exacerbate instability in Iraq and
Afghanistan.“Prospects for regional stability and global security would be very
seriously damaged.”
The report says the US “political right” and the “powerful Israel lobby that
is centred on the American-Israel Public Affairs Committee” advocate “much
firmer action” to prevent Iran from developing nuclear weapons than is
“currently contemplated” by the Obama administration.
It is relying on sanctions to put pressure on Iran to freeze its nuclear
programme.
While Israeli military strikes against Iran would be designed “to put back
any nuclear programme for several years” and “target missile” sites, a US
campaign would be much more comprehensive.
At present, the report states, “there is no firm evidence” that Iran has
taken the decision to create “a small arsenal of nuclear weapons”, but Tehran is
“developing the technologies and personnel to enable it to handle a range of
nuclear-related systems”.
Consequently, it could take Iran seven years “to produce six useable weapons”
once the decision is taken. Recent “construction projects” suggest that Tehran
“at least wants the option of a capability, even if it is held in reserve rather
than implemented”.
However, to develop an arsenal, Iran would have to break UN safeguards on
“its enrichment material, which would set off a major international alert many
months before Iran would be able to convert the material into a weapon”.
Risking
prosecution under the Patriot Act Laws, the Washington Post will publish
information that will allow readers to connect the dots between the Federal
government's TOP SECRET operations and the private contractors who provide

The series could
shine the light of day on the secret dealings between Dick Cheney, the
Defense Department,
the Pentagon and private contractors, such as Blackwater and Halliburton.Beginning this
Monday (7-19) The Washington Post will issue the first in a series of articles
about private contractors and their connections to Government agencies.
The series may
include both domestic and military private contractors, which, if true, would
reveal the amount of funds spent by the Pentagon on private contractors, like

The President's
Intelligence Advisory Board (PIAB): The PIAB is an entity
within the Executive Office of the President formed "to assess the
quality, quantity, and adequacy" of intelligence collection,
analysis, counterintelligence, and other activities of the IC. The PIAB
reports directly to the President, and provides recommendations for
actions to improve and enhance the performance of intelligence efforts. It
also examines issues raised by the President or the Director of National
Intelligence and can make recommendations directly to the DNI. Membership
of the PIAB consists of not more than 16 persons appointed by the
President.
The President's
Intelligence Oversight Board (IOB): Once a separate
organization under the President, the IOB was made a standing committee of
the PIAB in 1993. The IOB is composed of four members of the PIAB
appointed by the Chairman of the PIAB. The IOB conducts independent
oversight investigations as required and reviews the oversight practices
and procedures of the inspectors general and general counsels of
intelligence agencies.
The Office of Management
and Budget (OMB): OMB is part of the Executive Office of
the President. It reviews intelligence budgets in light of presidential
policies and priorities, clears proposed testimony, and approves draft
intelligence legislation for submission to Congress.
Within the Congress, principal
oversight responsibility rests with the two intelligence committees. By law,
the President must ensure that these two committees are kept "fully and
currently" informed of the activities of the Intelligence Community,
including any "significant anticipated intelligence activities."
Notice is also required to be provided to both committees of all covert action
programs approved by the President as well as all "significant intelligence
failures."
Senate Select Committee on Intelligence (SSCI): Senate
Resolution 400 established the Senate Select Committee on Intelligence on
May 19, 1976 to oversee and make continuing studies of the intelligence
activities and programs of the United States Government, to submit to the
Senate appropriate proposals for legislation, and report to the Senate
concerning such intelligence activities and programs. Part of its mandate
is to assure that the intelligence elements of the United States provide
informed and timely intelligence necessary for the executive and
legislative branches to make sound decisions affecting the security and
vital interests of the Nation and assure intelligence activities conform
with the Constitution and laws of the United States. The Committee is
currently composed of 8 Majority members and 7 Minority Members, the
Chairman and Ranking member of the Armed Services Committee, and the
Majority and Minority Leaders of the Senate are ex-officio members of the
Committee.
House Permanent Select Committee on Intelligence (HPSCI): House
Resolution 658 established the House Permanent Select Committee on
Intelligence on July 14, 1977 and outlined the jurisdiction and makeup of
the Committee. The Committee originally comprised13 members, with at least
one member from the following committees: Appropriations, Armed Services
and International Relations, and Judiciary. The Committee is currently
composed of 12 Majority members and 9 Minority Members. The Committee's
Jurisdiction is over the 1) the Intelligence Community and the Director of
Central Intelligence; 2) Intelligence and intelligence-related activities
of the CIA, Defense Intelligence Agency (DIA), the National Security
Agency (NSA), and other agencies of the Department of Defense (DOD), and
the Departments of State, Justice, and Treasury; 3) The organization, or
reorganization, of any department or agency to the extent that it relates
to a function or activity involving intelligence or intelligence-related
activities; and 4) Direct and indirect authorizations for the CIA and
director of Central Intelligence, the DIA, NSA, and all other agencies and
subdivisions of the DOD, the Department of State, and the FBI, including
all activities of the intelligence division.
Other Committees: In addition to the intelligence
committees, other congressional committees occasionally become involved in
oversight matters by virtue of their overlapping jurisdictions and
responsibilities. The armed services committees of each House, for
example, exercise concurrent jurisdiction over DoD intelligence
activities; and the judiciary committees in each House exercise concurrent
jurisdiction over FBI intelligence activities.
Through these
interactions, the IC keeps policy and decision makers well informed of
intelligence related to national security issues, and Congress maintains
oversight of intelligence activities.

"Operation
Swift Fox"--the plan to evacuate coastal residents from Louisiana,
Mississippi, Alabama and Florida--has beenset into motion.
President Obama will announce shortly from the Oval Office, that he is
approving the FEMA evacuation recommendation and will tell the nation:
"I am issuing an Emergency Declaration for the orderly relocation of
our citizens in four states: Louisiana, Mississippi, Alabama, and Florida.FEMA with the assistance of the Pentagon has
identified safe havens in Texas and Georgia and will be coordinating this
effort.Residents of Louisiana and
Mississippi will be relocated in Texas, while residents of Alabama and Florida
will be relocated to Georgia."
Obama's advisors have urged him to take Federal action, before the
Governors of states (ex: Bobby Jindal, LA.) issue their own evacuation orders,
fearing that it would cause a panic and create the impression that the
President is out of touch, or incapable of decisive action.
Today, a contingent of 2,400 Canadian troops departed for the Gulf Coast to
aid in the evacuation.
The recent clamp down on the media by the Federal government was
implemented to avoid information of the evacuation plan leaking out and causing
a panic.
During the last few days FEMA workers, posing as members of other organizations
to avoid panic, but using government-issued credit cards, have been arriving at
Gulf coast hotels and motels.

numbers of oil spouts (plumes) rising from the ocean floor from new cracks
indicate growing pressure, which could create several explosions, or a huge
single event that would send a giant wave (50-200 feet high) at 50-70 MPH into
the coastline of the Gulf states.
Today, with concerns that the spider web network of Gulf seabed fissures is
growing, and recent confirmation of at least one other confirmed oil plume NOAA
is searching for two more suspected ones, and will report the results to the
President.
The single event scenario would involve the change in pressure between the
erupting oil (currently estimated at 5,000-7,000 ppi) and the sea water
pressing downward on the BP hole on the seabed.Scientists estimate that it could take the release of billions of
barrels of oil to reach a point where the pressure of the oil, upward, and the
pressure of the water, downward, would be near equal; this might take as long
as 12-16 months at the current rate of flow.
Once the seawater pressure overcomes the oil pressure, it will seep into
the batholith (oil chamber) and begin to mix in.It will gradually seep under the lake of oil
and the magma below will heat up this mixture of oil and salt water, until it
explodes.
While the explosion will send a tsunami over the Gulf coast states, perhaps
even covering the entire Florida peninsula, which is close to sea level, the
next event will be the collapse of the seabed, after the "bubble"
explodes; this will cause a sudden flow of the Gulf into the new hole, which
will radically change the height and weight of the Gulf.
This could result in a "reset" of the adjacent tectonic plates
and a second New Madrid Quake, or worse.

On July 11th, under the cover of a new moon, Israeli bombers will leave Tel Aviv and take the Southern route over Saudi Arabia, while other attack planes will fly in from Georgia and Azerbaijan to hit Teheran, Natanz, Esfahan and the nuclear reactor site at Bushehr.
Although not directly engaged in the attack, the United States has positioned carrier task forces inside the Persian Gulf, just offshore from the Iranian Revolutionary Guard headquarters and just outside the Straights of Hormuz.The US warships are deployed to protect troops in Iraq and Afghanistan from an Iranian counter-attack and to assure that oil tankers continue to pass through the 4-mile wide channel.

WHY: Israel believes that its national security is threatened by Iran's potential to build a nuclear weapon.
WHERE:Teheran, Natanz, Esfahan and the nuclear reactor site at Bushehr. The timing of the attack is dictated by two factors:
1.The cover of darkness provided by the new moon.
2.The urgency to attack the Bushehr nuclear plant before it goes into opeartion.Allowing the plant to go online would mean that an attack would then cause a "China Syndrome" melt down and cause a second Chernobyl, where radioactive clouds would travel over Saudia Arabia, Iraq, Afghanistan, and possibly to Russia and China.The deadly radiation would rain down on US troops.
With the Russian- built plant scheduled to go online "this summer," which leaves Israel July or August to attack; waiting until August increases the risk of attacking an operational nuclear reactor.
Also, Israel now has the advantage of their improved Ofek-9 reconnaissance satellite launched on June 22..
HOW:There were SIX major attack routes, until Iran shipped sophisticated radar to Syria; now FIVE flight paths remain.
Most likely, as it has the permission of the Saudi princes, Israel will elect to take the Southern route from Tel Aviv to Teheran of the three available. [see map below]
A second flight path will initiate in Georgia and a third from Azerbaijan. [see maps below].
Following the attack:
* Iran will immediately attempt to cut off the world's critical oil supply line at the Straights of Hormuz; this could be accomplished by sinking a sufficient number of oil tankers to block the 4-mile channel.
* Iran will launch missile attacks on Israel's major cities.
* Hamas will simultaneously launch its cache of unguided missiles to cities near Gaza.
* Iran will ignite its sleeper cells in the United States and Great Britain and Europe.
* Israel will counter the counter attack with the use of its nuclear weapons on Iran.
The radiation clouds caused by the use of nukes will spread and threaten US troops, who will be evacuated to the aircraft carriers in and near the Persian Gulf.
As the radiation wafts eastward to Russia and China and other countries in Asia, alerts will be sounded in Japan and on the West coast of the US, as the radiation is swept up into the upper atmosphere.
The radiation will begin to circle the globe and poison croplands and bodies of water everywhere.
Following the attack the impotent UN Security Council will adopt the following Resolution:
A strong condemnation of the military attack by Israel.
Israel is required to refrain from future acts of threat.
A reassertion of Iran’s sovereign right and all other states to the development of nuclear technology.
A statement that Israel should immediately place its safeguards with IAEA.
Iran's entitlement to appropriate redress.
Israel will justify the attack using the self-defense doctrine, but there will have been no armed attack on Israel to constitute self-defense. Secondly, the Iranian nuclear threat was not imminent and necessary to constitute self-defense. In customary international law, anticipatory self-defense has its origins in the Caroline case. The Caroline incident represents the agreement of British and American officials, the Doctrine states “that the use of defensive force is permitted when the necessity of that self-defense is instant, overwhelming, and leaving no choice of means, and no moment for deliberation.”
Therefore, rules for anticipatory self-defense are imminency, necessity, and These elements were all lacking in this case of Israel’s military attack on Iran.
Israel has a policy of nuclear ambiguity, as the country has not officially admitted to having nuclear weapons (200-300 according to Jane's and other military sources), and therefore, if it actually has these weapons, they are not under the scrutiny of IAEA as they have not signed the NPT. This will clearly be seen as a contravention under international law.
The US and UK will not condemn the attacks on Iran by Israel, as going against international law, since in 2003 the US and UK conducted a unilateral invasion of Iraq on the premise that the ruling regime had acquired WMDs which they would use on the Western world or sell to “terrorists.” The world political environment in 1981 consisted of the Western states arming Iraq to invade Iran, which had overthrown the Shah regime through an Islamic revolution, and installed an Islamic state. Legitimization of the use of force can here again be considered as only based on domestic interests.
The broad interpretation of the doctrine of self-defense to include anticipatory and preemptive strike (see; The Bush Doctrine] continues at the great advantage of powerful states. The United Nations has no major implementing authority and merely condemns countries for contravening international laws, while armed conflict and aggression continue to hurt civilians and unarmed persons. Moreover, the UNSC missed the opportunity to give a clear and definitive interpretation of legal self-defense.
Israel’s repeated acts of aggression on sovereign states even after this UNSCR render the question of enforceability of Security Council resolutions on powerful states moot and irrelevant.
